Some of it is riding position, and some of it is muscle fiber makeup, and some of it is body mechanics and muscle memory. I thnik you can train to use other muscles, but you have to be conscious of what you're doing. I am primarily a hamstring dominant rider, which I think also allow me to use my glutes a bit more. It's why I used to be a good cvlimber, I think.
