My tires are 20 x 1.5 and the inner tube is marked 20 x 1.5/1.75 can I use a 20 x 1.75/2.25?

Probably, if the valve stem is the same type. In general, you make it hard on yourself to use an oversized tube, but the bigger the tire, the less the difficulty.
