Not sure thats reeeealllly a  velo --  theres one heck of an assisted power plant

Yes, but they spin generators, not wheels.

 
So, you can just drive it without any pedaling?
Yes, remember the pedals are not connected to the drivetrain (wheels), so it will go whether you pedal or not. Pedaling extends the range of the car.

I've seen this quite some time ago, but didn't know the pedals only power the generators, NOT the drivetrain.  So the human is really only like the Diesel engine in a locomotive, which develops electricity for the electric motors.
