This was started by a young man (8th gr) who wants to see more people riding bikes---at first he was aiming just for kids his age  by wanting to have mandatory bike helmet law in Paris.  It was appreciated by the powers that be, but they decided against it as it would cause negative encounters between kids and police, many who live in rural areas and ride up and down dirt roads or just on their property.
