fork problem.

So when I put my fork on the volae, I did everything like I was supposed to, but when I tighten the BFT the handlebars have friction - it's not effortless to turn the wheel like tt should be.  There's something I haven't done right in installing the fork.  Thoughts?

So is the BFT the headset adjustment mechanism then?  Sorry, probably a stupid question coming from a non-bent owner.  I'll assume it is.  Any chance you've just got it too tight?  Even on smooth bearings, too much pressure will make it bind.  
 
Other than that, maybe one of the bearing cups isn't exactly square in the head tube.
