Prayers go out to both families involved here, very sad situation and goes to further educate all of us that lights and reflective materials are REQUIRED.  

Riding without lights and/or reflectors is not  the way to lead a long healthy life. The closest I've ever come to hitting a cyclist was a group of LDS missionary kids, riding their bikes after dark, during the winter. They all had dark bikes, black shoes, black pants, and were all wearing those long, black duster-type coats that hung down over the seats, covering any light or reflector that should have been there. None had visible lights, none had visible reflectors and none wore a helmet. The only reason I spotted them was by their silhouettes against some lights farther up the road and I only got a glimpse. Had I looked elsewhere at that moment, such as my rear-view mirror, I would never have seen them.
 
It has always been a sore spot that RBM put no reflectors on my trike.

Yes, during my years of pre-dawn commuting by bike, I was amazed at how many riders wore dark clothes and had no lights. When you combine that with all the drivers who have bad night vision, it's not good.
