Dunno about Di, but for me it's from the band of the shorts and 8 inches up my leg, which is already covered! I'm going to try tights on the hotter days this year and see if it helps..

If it is the sun causing the rash, you might consider A) longer shorts, B) leg coolers. I have some leg coolers and they work fine for me, but I don't wear them unless I'm on a ride where I will not have time to reapply sunscreen.
One of our DF rider friends has an alergy on his legs for a few months each year. He applies calamin lotion before applying sunscreen during those months. I don't know if that is an advisable thing to do or not, but it does work for him.
