I haven't heard about the specifics of Paula's crash, but I expect it was racing related, which always carries some risk. But as far as venues go the Superdrome is a very safe place to ride. You can go too slow through a corner, but in the worst case where you strike a pedal or lose grip its a better surface to land on than hard pavement, and it comes up sooner, and is slanted so impact is much lower than on asphalt or concrete (the worst). You generally get a lot of warning from your tires on the low end, and since there are no brakes you aren't going to be over cooking your tires in a corner since you are essentially always riding in a straight line while at speed. There are far fewer accidents like Paula's on the track than in typical criterium or road race, thats one reason if you're interested in racing the track is a nice controlled place to start. Take Care, Nelson.
