Richard,
There are no membership requirements or fees for these populaires. You'll need to sign a waiver and pick up your brevet card and cue sheet, so I usually try to arrive about half an hour before the start.
I haven't seen more than 30 people on an LSR ride, but this is a joint ride with Plano Bicycle Association, so there might be a lot more.
