I caveat this by adding I do not know the cycling laws in Brooklyn. I can totally see how this happened, and his argument on FB is that if the car had its signal on he would not have pulled up along side it...https://youtu.be/oDg2lbcFZ5s

In most places lanes are lanes, and cars and cycles observe the lanes and shouldn't try to share them.  I don't see but one lane in this video, which the velo rider seems to want to share in close quarters.  Still, being turned into by a right turner seems to show the motorist wasn't paying attention.  Plenty of blame to go around.

I can't speak from any perspective on Bostons Laws -- but almost any safe cycling course for urban environments teaches you to stay to the rear of the first car in a lane when approaching on the curb side - at least until you've made eye contact with the driver or are expecting the driver to depart ahead of you (or there is clearance to coexist during a turn)
